I wonder if it's listed that way so when people come to them for dev help they list all the games without explaining that some are developed and others published in order to sound more impressive :/c

Generally, they are a publisher. However, they also own a few subsidiary companies, one of them is a game studio
It's not their main focus but they develop aswell, yeah
