I didn't explain myself well. I wanted to say that he would say that in his first appearance, not that his first appearance was at the 1000 Roman fight, obviously.

I think he means that in the *current* game, Rome skips sectors 1-2 and starts with 3, so that's where he says "Welcome to Rome". In the beta version of the game when Rome was longer, he must've said the same thing but in Sector 1 because Rome began there, and the question is what he would say in *Beta* Sector 3.

I don't think he wouldn't welcome you in his first appearance. Also, the rocket romans were scrapped for a reason, so their explanation was also scrapped.

There's a possibility the Spy in Sector 3 would have only mentioned the huge armies waiting behind. Or there could have been no appearance of the Spy at all.
