i want to edit the level i want to build on top of it like a constructor and come up with something new

we are not far away from being able to do some minor level modifications and adding new enemies, but the collision system is still unknown and it's unfortunately required for almost any puzzle object

a new level would always be difficult, it would be easier to use an existing level and just make an entirely separate section of the level and use that
