I never played games like these before, but you can't just mindlessly spread your targets all over the map or they'd be in closed/forbidden territories and water bodies. There needs to be some work with the country's map...
And they mentioned "cost of rights" and "4 countries". The game is free but from what I've seen players can optionally use real money. Asterix is popular in the mentioned countries so it makes sense to launch the game there. Judging by tons of Polish Asterix and Obelix: Mission Cleopatra memes, it might be popular in Poland, but I haven't seen anyone mention it.

Then it doesn't match the criterium of popularity, since the countries where it's most popular, based on comic sales, are (in order): France, Germany, Spain and Italy. They just limited it to the French language, and then Germany because there's a lot of people.
