Why exactly did Michael get the protection?

don't know. probably something to do with North Yankton or his relation with Dave, an FIB agent
trevor finds about the fact that michael is alive and he may become a problem in the plan of the fbi guy
It was a ploy to get dave promoted for catching micheal supposedly
Also they wanted Trevor dead but fucked up.
it's basically back in 2004 when Michael, Trevor and Brad robbed a bank in North Yankton. at one point, Dave shoots Brad and Michael with a sniper rifle, which leads Trevor to escape after the police swarms their place, which means that Michael got all the money for himself from the heist, with which he got himself all the shit he needed and managed to stay "dead" for 10 years in the eyes of Trevor. During that time, i guess Dave put him under witness protection
after the heist, he changed his name to Michael De Santa
Really shouldn't have kept the first name...
