I always try to make them spawn behind me when I'm between the bushes. Sometimes 10 of them spawn right behind me then - sometimes absolutely no one spawns and I lose 5 seconds by waiting for the Romans to run at me from the other spawns >.>
Yeah, you can get a lot of them to spawn in that area
