I've got that resolution on 4:3 monitor on my PC in my village.... It was a PC from my grandma HAHAHAHA! XD XD XDDDD!
But it's 4:3 monitor and it has that small resolution

Turned out to be really consistant
320x240 is both the 3DS's touch screen, the PS1, N64 and Mega Drive main resolutions.
The DS was at 256x192 tho
Can't think of a console with taht resolution :/
