That’s probably the best way to go around with the ILs

Yes. You’d just remove the other categories. Simple fix.
It won’t effect the full game board
even though I'm also not happy with the any%, but I lack of a fitting name atm
I think we should have 2 different Any%s
One that follows the full route strat
One that will go pure any% inducing changes in previous visited areas, combos & helmets wise
Gaul, Normandy and Greece with no helmet optimisation, but Helvetia and Egypt with some obtainable combos.
Like how fast theorically you can complete this or this country

and also having twister combo in Egypt and so on...
Like the standart any% should copy what's in full runs, but this particular anymore% gives no f*cks to rules
and shows how fast can you complete a country even if you had to spend more time on previous ones to buy combos or something
those 6 segments put together would make no sense, of course
