Not skip it, but you can enter the track without the boat because they missed another invisible wall cause of which you can just swim onto the track. You unfortunately don't get the speed of the boat or something like that

unfortunately it is a mid-section of the boat track so swimming to the end will most likely be way slower, yeah :/
