I really doubt it since I haven't practiced much, and I can't do the Tardis, Helvetia flybash and a few more skips in Helvetia. But I'm pretty close to Kapoue.
Oh, I forgot to mention, I also can't do the Rome skip steadily yet. I usually die a couple of times there.
I'm quite unable to do Helvetia flybash atm, I did the backup immediately in my PB cause I didn't want to loose any time. Tardis can be quite random, in my first run it took me 2 minutes to setup properly, but this time I did it first try so yeah super random. I practiced it for 30 minutes or so, reloading a Greece save over and over and it gets more fluent with time. And well, once you've understood the "thing" with Rome skip, I think it's not as difficult as I thought it would be, I get it regularly now: you juste have to jump on the last box (personally I get on the middle), wait for the catapult to shoot, and at the second it has reloaded (the stone suddenly reappears on the catapult), I do a double jump while going very slightly forward. The cue for me is to jump as high as possible while staying pretty close to the wall and voilà
I think the timing for when you have to jump for Rome skip might vary from system to system though
For example, on my old laptop, I usually need to wait about half a second longer

Nah, I'm not even sure of it. I think it can vary for the same system, between two different games. It seems to not change when you have entered Rome, though (at least, if you don't leave the level).
Then, if you fail, just try it again with another timing
