If I recall, there's only one place to submit both "segmented runs" and "%"

It says Level Leaderboard on the left

then go onto the country you want to submit

then on the category. Any% is when you do a run JUST of that country itself, Full any% is for levels during an any% of the entire game.

Difference in short is: When you do an any% just for the country you don't need to collect any strats that just help you in other countries, like collecting helmets for twister, etc.
