Restoring something implies that it still exists, though not completely.
If the unused costumes had been hidden somewhere in the game's files, we would've found them. But they're not there. So there's nothing to restore.

Even if it's only one costume, someone would need to draw it from 3 angles - front, side and back, based on the concept art we saw in a certain video, someone would need to model it, someone would need to draw textures for the costume and someone would need to apply the texture to the costume.
