well technically wise people are more smarter which reduces the chance of them doing something repulsive based on emotions
but on another hand a wise person who is smart may be twist minded which will turn him into mad dictator with really huge mind game tricks
thats why i am saying that you should fear a smart leader
cause you never know what he will throw out
world perfectly balanced on wise people sounds utopian and very ideal to be true
but i think that if philosopher's ruled countries we would have less wars maybe
and more rational decisions
their mind works very different
i think we could consider them as outsiders
and people who will come up with most non standard decision
aka creative way of solving problems
That's called Enlightened absolutism Rubin, it was applied in the 18th century and didn't work very well, only benefited some people in the higher classes. That's why there were revolutions for over 100 years across the world.
