Is the game best played in fullscreen or not? It launched windowed with all the patches applied, that's why I'm asking.
I dont really notice much difference
for me I need fullscreen; actually borderless fullscreen to perfrom well.
and how do I set it up so my dualchock 4 works?

Use Adrien's QoL patch, also in downloads. it comes with a configurable txt file to tell wither you are using a Xinput or DirectInput controller ( DS4 being the latter ), so it patches the right stick inputs accordingly.
