I dont think any romans are randomly generated
I have never seen this encounter, maybe there are more of them like this

They should
The only time Romans spawn in that area are is before getting to Little Venetia for the first time (the big 70 fight + the centurion and optios afterwards) and when you use the cable platform for first time and pull it past the first Larry Craft statue
After you push the block, then the 71 Roman fight (I think 71) and after you return from Venetia
But this encounter is a bit out of the ordinary
I just turned around and saw a group of Romans
The romans when you first pull it also don't run to that position. They stand at the second Larry Craft statue and the run towards the end of the cable path
For some context: I completed the 71 Roman fight and unlocked the boat to Venetia. I decided to stay in Lutetia and relax to the music and roam around. I went back to the four torches tutorial section to beat the 20 Romans. After that, I returned to Lutetia, was checking out some things in first person when I turned around and saw that Roman horde
This is pretty interesting
I'm not sure about it but normally there should already be a centurion with some optios in that area once you've beaten the fight
But i'm not really sure about it cause i never came back to the area before beating the first Dethmach
