Celeste TAS isn‘t done on a console. As I‘ve said you just need to reverse the game and write own tools for it that allow you to record the game tick by tick
but the end goal is to playback TASes on console

TASes aren‘t console specific. You can make them for any architecture. It‘s just convenient doing it in an emulator since the emulator allows you to have full control over the emulation

You would get problems with desync and stuff
I would assume the game would run the same every tome
