Yeah, the game has a set limit of romans able to be spawned, so if there's enough romans on the first area, they will prevent the others on the elevator to spawn

There's quite a bit of spawn manipulation. Not as much as there used to be though.

sometimes my combo bar is not high enough after destroying the turtle so I have to hit a roman nearby

safest way is to make Obelix grab a Roman, then he usually doesn't have time to mess up things ^^
