I know that on Windows you can't, but on Ubuntu you can enable CAPS LOCK and press é, and instead of 2 it will show a capital É.

Though maybe it's possible to change the behavior from one to the other in some setting?

Also in French you don't have to put accents on uppercase letters, that's what I was once told in school. (though maybe it's mostly for computer usage)
