that's because this game's development is very likely being handled by Rockstar North. they developed all of the previous GTA games while the Remasters were made by Grove Street Games who were previously hired to port GTA 3, VC and SA to mobile, with very mixed receptions so when they were hired again to make the Definitive Editions.... this was a disaster bound to happen. let the gods at Rockstar North handle every project
