The C64 isn't that complicated, I'm probably sure that there are emulators with built-in cheat finding tools, like I've seen for the NES.
The C64 uses a 6502 CPU similar to the NES iirc.

In the worst scenario you can try opening Cheat Engine on the emulator.
And try to find memory game values there
