So couldn't at least Russian be added? The first game doesn't have a dub anyway.

Finding a group of people to dub something isn't easy, you'd probably need to find people who can dub, then you need find a studio, make sure that everyone will come to it, record sessions, and it'll take some time overall.
Yeah, you just pay voice actors and thats it.
We have people who do voices for movies and cartoons, but those folks are hard to come by, they outta my league.
If you find people with good mic quality, and know what they are doing, you can have a decent job
