You can try to pick it without new "hard" strats. I remember that I beat him by doing the "long dash" before cutscenes. This little optimization gave me 30+ seconds on my best perf before the new strats.
And I was a bit faster on menu lul (for the save quit cinematic after chariot race)
The delay makes it awful XD
