I'd say your camera movement - usually they either spawn or not if you're looking at a particular location.
Can't be entirely sure but that's what I'd guess.
Or it could be a trigger - who knows, you'd have to consult the editor xd
I don't remember of any trigger the last time I consulted it
I only remember about a marker indicating the enemies group position
So it's probably your camera - you did look away, so you prolly gave them way to spawn
At 28:33 you don't have view of the cable car and they seem to be coming from your left
I can't be entirely sure though
