maybe the english cover concept was done later and the dampfwalze was replaced with lightning move during developement.

It would make sense since it probably was pretty clear from early development on, that the game would release in Germany and France, as they are the biggest A&O communities. So the english versions were done later

That would be pretty weird, as steamrollers and lightnings aren't exactly the same thing and the translation is pretty good otherwise
