TASvideos has his own rules for TASes submitted on, you can't make a TAS with a homemade program just to TAS one game on Windows, they only accept programs and emus that have been verified by mods

however I‘m pretty certain that even TASvideos would allow own programs as long as you provide them the whole functionality which they can analyse to make sure that you‘re not doing stuff that wasn‘t intended by the original game
