The problem is there's more audience for the current modern Hitman games, than the first classic ones. Modern Hitman already has mods and even custom missions, but for older ones there's barely anything, other than texture edits. There's also a Blood Money editor someone is working on, but development also takes a while.

Seems like 1 is value, that can be attached to anything on the map, starting from cutscenes and effects, ending with points where romans should stay and animated objects.
