That's a wild guess but maybe it was for optimization? Like you only have to load one file and then just play it on repeat but just change which channel the player can hear

If every speech would be split into separate files then it would take extra time to open and close them all, but then there are also cases where the developers did that (for example the merchant has every one of his lines in a separate file, except his goodbye speech, which has 2 substreams and is used for variations)

Maybe because he's an object and not a cutscene _not to mention they probably wanted it just for easy copy and paste_ it was done in that way

I don't think I have it on hand atm. But essentially it's just a standard at3 file from Sony but the header has all sorts of informations. Making it a pain to replace

It uses the same formats to the game Kao Challengers in which I was able to replace all the dialogue but there were so many problems with that
