2^8, 2^16, 2^32 are common "maximum" amounts, being 8, 16 and 32 bits respectively. You need to have a specific amount of bytes to store a value and depending on how many you want you choose the appropriate size, here they chose 2 bytes so 16 bit and they can only have values as big as 2^16
