When "bad" Romans spawn? Are they spawning with gladiator or later?

As I remember you can spawn them with Asterix, or maybe I am wrong ( I know it's slow,but it means that they are spawning independently of gladiator's spawn )

They always spawn on the other side of the stone when you're supposed to grab back the cable car.

I did TAS cycle 6 times in a row, but I can't get stone skip,I can't reach enough speed
